During the life of a federally funded grant award, it may become necessary to modify certain aspects of the original award. For example, these changes could involve re-budgeting of funds among budget categories or adjusting the length of a project period. Particular federal agencies have granted institutions with the authority to approve these changes under a mechanism known as Expanded Authority. This expanded authority, which was implemented by the NIH in October of 1988 became standard terms and conditions for all NIH grant awards in October 2001. The University of Pittsburgh exercises this authority through the University Prior Approval System (UPAS).
